Coyote Creek Metropolitan District (the “District”) is a Title 32 Special District that has been established for the purpose of planning, designing, acquiring, constructing, installing, relocating, redeveloping and financing of street, park and recreation, water, sanitation, safety protection improvements, security services, fire protection, mosquito control, and television relay and translation public improvements; and all other public improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the City of Fort Lupton on January 21, 2025, as may be amended from time to time (the “Service Plan”). The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Fort Lupton, Weld County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Fort Lupton does not provide. The Districts may incur a maximum debt of $6,474,000. The District may use all legally available revenues of the District, including ad valorem property tax revenues and specific ownership tax revenues, to repay such debt. The District may assess a maximum mill levy of 55 mills (subject to adjustment for changes in the method of calculating assessed valuation or any constitutionally or statutorily mandated tax credit, cut, or abatement on or after January 1, 2022), to repay such debt. The District must file an Annual Report with the City of Fort Lupton, the Division of Local Government, the State Auditor, and the Weld County Clerk and Recorder. The District’s boundaries overlap with the boundaries of: City of Fort Lupton, AIMS Junior College, Central Colorado Water Conservancy District, Central Colorado Water Conservancy Subdistrict, Fort Lupton Fire Protection District, High Plains Library District, Northern Colorado Water Conservancy District (aka Northern Water), School District RE8-Fort Lupton, and Weld County.
